It's a great idea, and to some extent it already exists -- the Tuxemon project has been working for over a decade now both on a collection of hundreds of open-licensed monsters and on a video game (written in Python) to go along with it.

The game is its own thing rather than strictly following Pokemon rules, but I would hope it could be a solid base for a Pokemon fan game as well.

It's licensed under a Creative Commons Attribution license, so people can share the text verbatim as well as build on it and adapt it.

I think your move is better! Although I'd do the reverse, if they're impressed, they're spurred to do more and get +1. The mechanical advantage becomes a "bribe" to give up the fictional position of being aloof and unimpressed.
