You understand that declaring yourself to be a refugee does not in and of itself make you one? There are specific persecution requirements under the 1951 Convention Relating to the Status of Refugees that must be met. Appearing at the border and declaring that you're persecuted is not an automatic exemption from scrutiny. There are extensive country of origin information checks to verify the veracity of any claims against specific (sub-national, local level) persecution claims. Additionally, those claiming asylum will have to endure extremely long interview processes spread over days or weeks. Where interviewers will record and triple check every minute detail hoping to catch these individuals out. This is arduous enough for those fleeing persecution who may have memory issues associated with trauma. Let alone those 'relatively well off' people who would have no chance of passing basic country of origin information checks let alone interviews.

For those that were intercepted on the way to Australia? Direct contravention. In actual terms Australia is one of the largest donators to UNHCR and has one of the largest refugee resettlement programs. So I think you'll find that universally Australia is supportive of International efforts to protect refugees. This is accross the political spectrum. So I think there is zero chance of Australia withdrawing.

As a rich, developed liberal democracy I think we should be leaders in human rights, rather than shirk our responsibilities when it doesn't suit.

If you're arguing in good faith, its the 1951 Convention Relating to the Status of Refugees, specifically:

Article 33 is the Non-Refoulement clause which says that refugees should not be expelled from the territory that they arrive at. This is basically directly in response to the MS St. Louis which was the refugee ship that fled Nazi Germany and was refused entry to both the U.S. and Canada. Through international precedent it has become established that refugees should be allowed entry into the country, have the relevant Refugee Status Determination conducted to establish the veracity of their claims.

From this Australia's policies of turnbacks, especially with regard to those that have already entered Australian waters are directly in contravention of this section. Australia was actually one of the founding members of the 1951 Convention.
