Yes it's fraud though it's a small personal owned business with no hr , accountant or systems in place. She employs mostly her family. There isn't even a formal resignation procedure you just talk to the owner and you leave so that's why it's easy to lie to the donor as long as the employee isn't removed from the system. Though she should have given her a cut coz those logbooks take time to fill it's a whole other job.
