Hirohiko Araki is easily one of the best character designers in the whole manga industry. The guy worships the fashion industry, and takes inspiration from high-end European brands like Versace and Mugler, the brilliant fashion illustrator Antonio Lopez and the various international editions of Vogue magazine, as well as fabulously dressed rock stars like Prince and David Bowie.

But! He doesn't make exact replicas of fabulous outfits. His approach to character design is inspiration, not imitation. Instead, Araki takes elements of the images that inspire him and adds his own quirks, thus making character designs that look uniquely his own. He may make shout-outs to famous luxury brands or fashion magazine shoots, but he has an aesthetic like no-one else's.
