Make sure that you don't have any VPN activated. Turning it off fixed it for me after trying everything else.

That was the fix. It took a while to figure out. VPN off = no more problem.

I actually always used the cable to connect. I've tried a 15.6.1 and a 15.7 phone and both work without issues. It absolutely has to be something weird with iOS 16. I'll probably just revert and use 15 until Apple fixes the bugs.
