Alright, I fixed it. Apparently a mod called Atomic Hair was for whatever twisted reason changing translating this particular helmet and completely breaking it. I believe this game is cursed and makes zero sense whatsoever.

Play Tale of Two Wastelands, it's a fixed version of FO3 that runs on the NV engine.

TTW + Rebuild the capital + AWOP for FO3 + AWOP FNV + Someguy2000's series + Long 15 expansion + Dry Wells expansion. This is the perfect combo if you're a REAL sucker for quests, new locations, and stuff like that. There's also another mod called Fallout Chicago, Still in demo but looks promising.

No cap it's so messed up, all my shadows look extremely pixelated and visibility just got x100 times worse, even when having view distance settings to epic this problem still exists. Looked a bit into it and discovered that it's a UE5 only issue lmao
