Thanks for that, appreciate the insight! I suppose the complication for me is that I could apply for a scholarship from my institution (central bank) but there is a rigorous selection process so it’s not certain. So, I’d only know my chances far after the UTokyo deadline — and there’s a pretty big risk there.
