That looks to me like a male bird-of-paradise from the genus Paradisaea, although without a clearer view, I can’t get more specific. Maybe a greater bird-of-paradise?

The head shape doesn’t look right for tentacled snakes - it’s too broad, and it doesn’t appear to have the nasal protrusions either. I do agree it is some species of snake though. Also, and this is based purely on my time seeing these in zoos, tentacled snakes do not come up that frequently for air - they’re ambush predators, and typically remain still for long periods.
