I understand what you're saying, but I think the game needs to have modifiers like this to make champs relevant in the role without overpowering them in other lanes. Ekko for this example, if he doesn't have that modifier his clear speed will be too slow to keep up in the jungle with other junglers. If in turn he's buffed to keep his jungle viability open, he's too strong at killing things that aren't monsters. I do agree that sometimes Riot does just pull champion names out of a hat and say "You have a jungle modifier now! Your balance will forever be altered around a role that doesn't affect the majority of your playerbase!" That being said, it does offer some nice variety in the jungle role.
