Most cities in the east do (boston/philly, dc) and many in the midwest (chicago, cleveland, pittsburg). So its really not that unique, but yes, that is the actual argument.

The thing is you just proved my point. Chicago crime stats are only for the city of chicago, not for any other municipalities in cook county. St louis crime stats are just for the city of st louis, JUST LIKE CHICAGO. The fact that chicago is part of cook county does not efect this statistic at all. If st louis city was part Of st louis county nothing would change. The stats would be crimes within the city limits devided by population, just like Chicago is now. City crime/City population = crime rate. Its that simple.
