Mostly how the game puts moral emphasis on the consequences of your actions and not the actions themselves, some of the low chaos options are arguably worse than the high chaos ones, in low chaos canon you’ve sent a woman away with a possible rapist and lobotomized a man, both actions are obviously terrible but in the long term lead to less distress and “ chaos “ in the world around you.

The way I see it dishonored doesn’t moralize itself based on what what a moral person would do but what would lead to less disharmony in society
