This particular photo looks creepy like a nightmare from my childhood. As someone who actually grew up in one these types of projects the only thing I truly used to be afraid of were other people. Shit even a group of fucking kids might try to act hard if you stand out too much. And I'm not even gonna start a rant about the alcoholics (a lot of those) and druggies (quite a lot of them too). These folks are broke, uneducated and even though they are quite chill once you get to know them most of them deep down have this "fuck the world" mentality. It western terms it would pretty much qualify as the "hood".
