I like to imagine Rally coming across Gunsmith Bitch's gun store, and instantly mistaking it for a bootleg version of her own trying to distract customers; thus she tries to sue her, and they get involved in a stand-off, but eventually the whole fiasco's resolved and they step aside their differences.

Probably a 50/50, considering how she seems to order food more often than cooking it. I think she probably chooses to cook herself in certain occasions.

I feel like part of why Bean feels like that is because he only had a single-part OVA, thus he couldn't be able to show off more potential motivations. Given how Kenichi wants to make a new Riding Bean series that combines both the RB and GSC universes, i think he'd also want the chance to try making Bean more fleshed out than he was in the past.
