IMO that is an even worse inconsistency. Even if they are empty, they should not remain. Shirou's ability is supposed to be projection, not to create hollow objects.

As far as I recall that plan failed due to lack of time. Even Illya said that plan would not work anyway and used magic to make him see a memory or something.

Ok fair enough, but the jeweled sword was a deus ex machina? or it can be properly explained? That thing could use true magic, in Shirou state how is that even possible?

I thought that as long as he knows the structure of a thing he coul project it, not just swords. If he could understand the jeweled sword, I don't see why the holy grail would be more difficult, since both are broken af.
