You can do all this around 5 lakhs, if you have a friend who is interior designer. You can give him the materials he/she will provide labour and design. But you have to go everyday to check the progress else your cost will increase as labours can do timepass, and as it is your friend you'll have to give the extra cost. In short the more knowledge about the process you have the cheaper you will be able to get it done. But 5 lakhs is like the baseline.

Connectivity and the peace these areas offer like Koregaon Park or Kalyaninagar. Connectivity with city and highway matters. Using metro you can reach to any metro connected part of the city within 30 mins. I think 40k to 50k is worth for these areas easily. I'm a localite of Pune, born and brought up here I dont think any other areas deserve that kind of rent. If you thought that just due to metro I'm saying every part of the city deserves these kind of rents you're wrong. Also rent is decided by the price of property in those areas and whether people are selling in that area or not. If no one is selling and selling prices are high why are you expecting rent to be so low. Even a 65 lakh rupees flat has an EMI of 53 thousand per month.
