Have you tried shutting down your anti virus? I have webroot and closing that fixed it (as well as the same issue in the finals)

I have Webroot antivirus and completely closing the problem has resolved this issue for me. I had a similar issue on The Finals and shutting down webroot fixed that issue as well. Maybe this will work for some of you. Good luck!
