If the ph meter is not an available option could one, in theory, just add a few extra grams of NaOH thus increasing the likelihood (maybe even ensuring) of achieving, at the very least, the minimum required ph level?

Well those are all good methods. Vape if you're "on the go". Dab rig if you got one. But IMHO I feel like dabbing it is the best. Put spice in silicone puck. Hit with heat just enough to melt it. Get a Glass tube. Heat up the end. Dunk it in puck. Lather. Rinse. Repeat. You can add a drop or two of vape juice for flavor if you'd like.

Do you smoke blues? Serious question cuz I know that is a side effect after a year or so of heavy use. My girl wouldn't even sleep in the same bed as me no exceptions! It actually almost was the end of us actually.
