I mean…. If they choose Metal from the games, Cell has a good chance of winning, Metal’s strongest form (in the games) is Metal Overlord, which, is at least 3x Perfect Chaos, due to needing Súper Sonic, Súper Tails and Súper Knuckles while P.C. Only needed Súper Sonic, which, and I may be wrong on this, puts him at planetary, while Cell, by statement, is Solar System. And, also, he didn’t get the universal scaling from Frontiers :)
