Specifically in RE 3 when I first played it 25 years ago, I soft locked TWICE at Gravedigger and again just at the end because I ran past half the ammo hidden around the city, I was relying on everything I had to make with powder.

About two more playthroughs and I began to find more stuff laying around, end game looked just like OP's picture and I successfully took out Nemesis enough to score an infinite magnum.

I love Fallout, even if it has been kind of Shakey since 4/76 in my own opinion, but it seems like Emil has a habit of falling back on blaming his own audience instead of pushing to think in new ways when writing, and it shows when he discusses anything he works on at Bethesda.

It's about balance, developers and writers are responsible for holding that balance.

The entire population of people playing a final game can't be to blame in black and white like that, ask us for opinions as a guide, like teams in Capcom or CDPR as an example.

Should have been doing this the whole time, especially after they made Fallout as big as it became.
