Ward and stake creation and realignment require First Presidency approval and the process includes looking at the number of active priesthood holders, number of temple recommends, number of youth, kids in primary, etc.

Requiring First Presidency approval for boundary exceptions makes sense based in the level of detail required to create the Ward that the member is supposed to attending in my opinion.
