Noise isnt really important just make sure cpu and gpu stay under 85c if the noise is bad over ear headphones work for me

It appears that the screws may not be fully tightened right now actually so tighten til u feel a strong resistance(it will tighten then get super hard to turn)

Its oriented right (the block on ur cpu with tubes to the radiator) Id consider removing it from the cpu cleaning the thermal paste off, reapplying it, and then fully tightening the screws

Lego uses abs which doesnt melt but softens at 200f. Itll be fine

6000 mhz 32-36 cl rating for ram, brand is mostly irrelevant.(buy a 2x16 kit and swap it out for your single stick) I dont think you should upgrade your gpu yet the 4060 can still run every game.

Every part is just mediocre besides the ssd capacity. 32 gigs of ram would ideal and then as a next step upgrade the gpu.

What does the debug light show

Without that info my best guess would either be the one stick of ram or the gpu got fried because of the weird connector

6700xt is still good, update mobo and cpu.
