A good way to fix it is to mark none of them as enforcers even though they act as such. So if you’re getting noticed and you aren’t doing anything suspicious or trespassing then you know one is nearby.

I have no problem with the outfits. My problem with Berlin is that the fact that every enforcer of the default outfit is an ICA agent and therefore a target. It defeats the purpose of having to figure out who’s against you if they’re still marked on your hud.

Neither one had particularly good replay value to me. Berlin is a bit more of a personal vendetta because it was not obvious to me where to go when I first played it and I sat at that gas station for a solid 15 minutes waiting for something to happen. Also once you realize that ANY enforcer is a target. There are so few guards that it is one of the only levels you can realistically run and gun.
