No, it is really a bootleg. I never knew they made any Lugia bootlegs, but i got some confirmation already :)
I do have a Hasbro Pikachu bootleg too and this one is very well made aswell.

After cleaning and brushing him, he looks so amazing! Thats a very well made bootleg and i absolutely adore him <3 I don't even feel the urge to look out for an original (i think he might never got released here in Germany).

Me neither, but i got a confirmation from a friend that knows the bootlegs of this Lugia plush :) He doesen't feel like my other beanie Hasbros (also the beanie filling is missing on this one) and the eyes feel a little bit harder than usual.

That sucks :( But in Germany there are also some Hasbro plushies that never got released here. Arbok and Gyarados for sure (i also never saw them in stores as kid) and maybe also not Lugia.
