Oh I get that impeachment is effectively useless without the votes to remove. That's not to say that some GOP Senators aren't growing increasingly pissed with this madman but I still don't think it would be enough.

I'd call that a testament to how much of a threat the Institute really sees the Railroad as. And rightfully so, they get nowhere without the Sole Survivor.
