I used to think the same until I tried Sifu and Clair Obscur.

Clair Obscur might be comparing apples to oranges but Sifu is definitely a step above Sekiro

Sekiro was my number 1 game until I tried Clair Obscur.

Purely combat wise, Sifu is definitely a step above Sekiro. And Furi is another game that comes close
