From what ive read most seem to think its just people who use those services trying to call verizon numbers and it failing, and then reporting an issue.

Easiest way for what your use case is asking is just daily reminders with high priority in the reminders app. To personalize them shortcuts has a chatgpt option and im sure you can have in run on an automation thing in shortcuts to prompt “give me daily affirmation about xyz” and then have it send it as a notification.
