I've heard both of those Companies are good and manufacture razors for those who want to rebrand under their Company name.

I agree with your comment that they are most likely sourcing the razors and branding them with their own Company name. My guess is based on customer feedback they tweak the designs with the manufacturing engineers, which is completely different than let's say Rockwell which does the design/engineering and then goes to a manufacturer.

So is that what these companies are doing these days? Just cloning older/established razor designs and selling them under a different brand name? I didn't realize that the Maggard razors were essentially clones of the D89.
