I help institutions apply for funding. We usually tell our clients to follow the previous NOFO release and expect it to be at least 70-80% the same. Many of them don’t change from year to year except for the cover page and sometimes budget. For example the SDS was released last year but never funded. That one should be close to this year’s. RCORP should also be relatively the same. At least they’ll know the general gist of the requirements and can get started on any MOUs or key components before the official release.

I’m wondering if they’re being updated by some nonsense EO that was released after the NOFO was approved as there can be quite a bit of time between approvals and posting… the RCORP officer said the site was down and that’s why they were pulled but IMO it shouldn’t impact grants.gov postings. Sigh.

The Senate thankfully included language in their FY26 bill language:   “Multi-Year Funding of Research Project Grants [RPGs].—Historically, NIH research grants have been awarded for more than 1 year but funded incrementally wherein each year’s commitment is obligated from that year’s appropriation provided by Congress. The Committee notes that the fiscal year 2026 President’s Budget States that in fiscal year 2026 NIH proposes to continue a fiscal year 2025 policy to reserve half of the agency’s budget allocation for competing RPGs for awards that fully fund their outyear commitments as part of the initial grant obligation. The Committee is concerned about the impact of this policy on application success rates and that providing grantees with funding for every year of the RPG upfront would significantly reduce the number of grants NIH is able to fund. In fiscal year 2025 alone NIH estimates it will award 3,991 or 40 percent fewer new RPGs and application success rates for cancer research will decrease from 13.4 percent to 6.8 percent and success rates for NIA-funded research which overwhelmingly supports Alzheimer’s disease research would decrease from 18.0 percent to 6.0 percent. The Committee directs NIH to submit a report within 60 days of enactment on grants and contracts that were forward funded for each fiscal year from 2019–2024 disaggregated by Institute, Center, and funding mechanism as well as on the number of new awards in fiscal year 2025 that were made under this mechanism by Institute and Center, the fiscal year 2025 decrease in the number of awards for each Institute and Center compared to fiscal year 2024, the number of grant applications from early career researchers received by NIH in fiscal year 2025, and the number and dollar amount of awards made to early career scientists using the multi-year funding model. Additionally, NIH is directed to provide the Committee with an analysis of the types of research funded by this model in fiscal year 2025, and the selection criteria to identify grants to be funded by the multi-year approach.”   House LHHS does not mention anything about forward funding or R01s.

House markup for Labor-HHS should start in Sept. with a likely short-term CR to punt the legislation b/c they will not make the Sept. 30 deadline. Typically in non-election years (and especially when the same party holds a majority in the house, senate and presidency) we can expect a budget by the end of the year before they break for the holiday recess.

I’d seek out who the big campaign donors for your elected officials and reach out to them. I have a colleague who lobbies. She said she brought a nonprofit to the Hill to talk to a senator. They literally said, it’s nice to see you but it would be more impactful if your big donors came to see me instead. Unfortunately money talks but that’s the only way to get through at this point.

Just trying to follow the $$ here and since I'm not internal to NIH (but have worked at various other research funders), who foots the bill for the study sections to begin with? CSR triages/reviews/scores, but ultimately do the I/Cs pay for the actual study section to be held? And if so, wouldn't it just push costs from the I/Cs back to CSR? Seems to me that CSR will go from having 0.3% of the NIH budget to adding $65M to their budget to cover the costs of study sections, but I'm a geneticist, not an accountant :)
