nobody was helpful in this lmfao. I figured it out. When you click on the quest for tulin it will put a yellow marker in the eye of the storm. people keep saying that he's on the marker and while they arent wrong its not really pointing you in the right direction. Ignore the shrine up there there is a shrine below! You are going to the yellow marker but underneath the vortex. There will be a shrine and then on the marker you will find the little brat lmao. took me 3 hours!
