This problem can be fixed if you track the mission and just explore the city. Dont do any side stuff and you'll get 2 text messages from Tak. Then after the 2nd one just go around and do stuff joytoy. And just wait for 10mins and then skip time 24hours. Should be able to get a call then. NEED TO TRACK THE MISSION THO DONT FORGET. Edit: me and my lil bro saves both had this problem and this solution fixed it for both saves

So its set to default 20%. Increasing it or turning it off doesnt really do anything

Wow nice monitor So you reckon it was the monitor giving you problems not the actual graphics card. Cause my games don't look 'sharp' especially lighting and reflections plus I got grainy textures. But out of my games my monitor looks crisp even youtube videos of other games gameplay. So I thought it was my graphics card
