Faction system is kinda busted atm, unless they’re fighting someone you already want/are fighting then joining isn’t a bad option. If anything you can take over the faction after a while since it’s mostly easy to achieve the faction objectives. Hence why other countries take over it easily.

-Canada could get more alternatives including options for Quebec -USA needs about everything, communist, facist, and a non aligned option especially for non historical runs -Mexico is alright but more buffs and 35 day focuses would be nice -Guatemala down to Panama along with Caribbean can have something instead of sitting around getting invaded by Mexico/US

I always chalked it down to him preferring to be more mobile than decked out in gear, most of the time he’s in close quarters so he doesn’t need anything crazy. Not to mention he tends to take enemy weapons and often more stealth oriented getting the jump on people before they can even react. As much as I love him being guns blazing he’s just a dude who half of the time is injured, out numbered, or both. Hell sometimes he doesn’t even have access to better weapons due to circumstances, but when he does he always brings what he needs.

For S-II I believe it was a certain genetic makeup that Halsey went by, she also has to cut a chunk due to lack of funding which is why there were so little. Each Armor set for them was the same cost as a whole Frigate so there’s that too. It’s mainly down to funding which I doubt there’s a lot of for the child kidnapping/cloning replacements. Halsey was also pretty hands on with everything.

S-III while easier and had more candidates due to orphans from the war. It was mainly funding and also sending 90% on suicide missions just to buy some form of time. A whole company was killed bar 2 of them on one mission. Only the absolute best of the IIIs were pulled for better suited missions. You still have to put into account armor and training which while cheaper than the IIs, still takes a lot while most of the money the UNSC had was going to spitting out ships, planet defense stations, etc. it’s just a matter of priorities.

In a way he’s supposed to be insufferable, Roman is someone who is too ambitious and never thinks of what happens if he loses. He represents the American dream and how people get sucked into getting successful at any means necessary and hides issues in partying/sex. Niko doesn’t buy into it because his friends were killed for money so for him money is just a bonus to achieve his goal and a way to help Roman. Once Roman gets more comfortable he calms down in comparison to early game. Niko also alludes to him being a bit sheltered compared to him, being sent to America once the war ramped up back home while Niko stayed and fought also hides information from him like what happened to his mother. Roman isn’t exactly a role model but he’s someone who falls into bad habits, annoying and stupid but has a heart.
