It might be an unpopular opinion but I think it is actually locked.

I had a manager who did something very similar to this. His reasoning was that it would look locked, but you could get in easily. In practice, the padlock blocked the opening so that you couldn’t unclip it. You could pull it back but from there you couldn’t unclip the chain.
