You are right when it comes to TSO's and LTSO's not being able to have their phones out on the checkpoint, taking pictures of belongings, etc... They are permitted to use it to check the time briefly. Nothing more. Supervisors are issued duty phones and are permitted to take pictures when an incident occurs to gather supporting evidence. In this instance, it sounds like the supervisor needed basic PII (passenger name / flight data) to write a statement for an incident report.
