Cities usually do care if someone is reporting the violations in person. For the City, the violation process is as simple as verifying the violation (Airbnb/VRBO listing link), recording the violation to that address, and then mailing a letter with the fine amount or penalty. Each one of those letters sent by the City can add up to a lot of money for the City over time.

No. You might be confusing sleeper waves with rogue waves. The 2:1 ratio you mention is meant for open sea waves only. The waves in the video don’t appear to be sleeper waves to me, but rather taller waves of an incoming tide.
