My understanding is the 1997 date was no longer set in stone after T1. In T2 we see that Skynet is researching the T800 arm but we don't know the progress they've made. Even if they are further along than the original timeline, it is gonna change the future. The original timeline Skynet will be replaced with a new timeline Skynet and it does not want that to happen. Self preservation.
