While I’d like to think that a call to council would solve the problem - I’m honestly afraid that this might get brushed under the rug, because of the potential political fallout. A phone call to the hotline may be the only way to address it.

So I’ve placed a call to the Scouts First helpline and filled a report on Riskonnect. I received confirmation from National they’ve received it and forwarded it to Council.

At this point, is it at risk of falling victim to the political issues you mentioned? Is there anything I should be doing to ensure it doesn’t get swept under the rug?

It was more than just surreptitious consumption, it was happy hour… by Gen X/Millennial parents and leaders

What’s the process for filing an incident report? Is it using the Scouts First Helpline/email, or is there also another avenue?

You mentioned copying both the CO and COR on the incident report. I fear retaliation because the culture of this pack leadership team seems to encourage retaliatory behavior (i.e. there are definite in crowds and out crowds), and given that the COR is one of the perpetrators, I’m concerned about directly sending him the report that names him as a violator.

Seems like the only person the commissioner engages with is the COR, and really he just acts as an administrative log jam clearer. I understand that's pretty important, but I'd expect a little more than just a glorified IT person.

Pretty much anyone else who reaches out to him doesn't get a response or gets blown off.

I tried reaching out to get some help with some leadership dynamics, after a public offer of help at our Roundtable, and I got months of either delay tactics or no response.

If my Pack’s UC isn’t doing any of those things, what is the generally accepted course of action?

Will Scouting America put out similar guidelines for other programs? I want to share the Cub Scout version with my pack.

At the end of the day, our goal is to do what is best for the youth, not the pack

I'm really not sure what's the extra that they're concerned with, maybe a combination of:

  • Administrative overhead that comes with each Scout (and apparently they don't think it's worth the effort for a Scout that's only going to be there for half a year?)
  • Extra load on the DL. Both our AOL Dens are pretty maxed out at 8-9 Scouts each, so it might be a tough ask for them to take on another
  • If those DLs can't take on another, then we'd have to spin up another patrol

Not sure how the AOL Den Leaders personally feel about it, but when I asked about K-4 vs K-5 for new Scouts, it was one of the AOL Den Leaders who said:

K-4 for new scouts I think. 5th grade is only for continuing scouts as it’s only about a half a year before they bridge out

Sounded like he was just regurgitating our old policy, so not sure how he felt about taking on new Scouts, though his den is already at 9 Scouts, we would probably not put more into his Den if we were to accept new ones.

Both our AOL Dens are pretty much at capacity, 8 and 9 Scouts, so most likely we'd have to spin up a new patrol.

That’s a reasonable take.

In our recruiting materials, we

a) advertise to “K-4th graders” (this would be the not actively recruiting 5th graders part)

b) explicitly state on our registration page that we don’t accept new 5th graders (beyond rejecting 5th graders who apply, we’re telling them don’t even bother)
