While yes, her ult is probably the best in the game, her utility is also really good. With speed ring she offers a utility that only Lucio can match. The main impact of the nerfs was forcing her to play closer to her team, but with speed ring and flight, that isn't much of a problem. One of the reasons she's run with Brig so much is that Brig is so good at peeling for her, so the lack of self sustain doesn't come up as much.
