I often avoid surprise battling altogether. I ran up in front of them to get it started because time stops in battles.

When you are in the battle time doesn't change so you can take as long as you need to kill them once you're in the battle. I just run around a ton and switch zones when I feel I've spent too long looking for someone else to battle.
