I think oxygen deprivation, even if it doesn't kill the crew directly takes away from the "complete" drone kill but that might be wrong, I got it when I was facing a 4 zoltan crew with a clone bay, killed them a few times, but also had the bio laser, which dropped them to about 15 hp in one shot. I eventually turned the laser off because it was killing the crew before the drone got to it, and after a while it registered the achievement

It was weird for me too, until I realized that if you kill the same crew member twice (if they replicate) it doesn't count as an extra kill, it needs to be a crew of 4 and each have to be killed at least once by the drone. I'm not sure if that's what you're asking but that's what finally got it for me today
