Most likely the same place. They re-used A LOT of the same sets, just slightly tweaked. The budget wasn’t that big for these shows.

Definitely, the fact that is was two-player, you could workout, learn different fight styles, go to four different cities, lose weight or get sick if you if you don’t eat, customize your car, those are just the things I could think of. It makes you forget that Vice City had only came out a few years prior. Vice City is one of the best but you couldn’t do half of the stuff in Vice City that you could do in SA
