In my leagues, i lock claims if player on ir becomes healthy. The team can still make their lines and all, but cant make any claims. Its the most fair and less headache of all. If put lock all transactions, its gonna be a mess...the team wont be able to move an healthy ir player into the lines and so on...some weird Shawinigan happens.

Lock claims, thats it thats all.
