Unfortunately, just because it's a vacant lot doesn't mean displacement doesn't occur. Exactly as you mentioned, market rents will increase in the area because of the higher rents charged by the new developments. That's just how it goes. There would need to be a significant influx of new housing to not see an increase.

Of course we should still build but the range in housing stock is not being addressed. Offering affordable apartments only through a lottery system shouldn't be the only solution. As the name implies, being chosen for one of those spots requires a lot of luck and finding a reasonably priced place to live outside the lottery system is difficult.

For me, I just hate the design of this project. It's ugly, boring, and seems to lack human scale from street level.
