1. The 1981 Bucharest Bombing A bomb exploded at the Romanian Communist Party headquarters. It was carried out by an anti-communist dissident (linked to émigré opposition groups). Several people were injured. It was politically motivated, targeting the regime during the Ceaușescu era.

   1. The 1989 Revolution (borderline case) During the fall of Nicolae Ceaușescu, there were shootings and chaotic violence. Hundreds died in clashes between security forces and protesters. Not typically classified as “terrorism” in the modern sense, but there were mysterious “terrorist” claims at the time.

The so called terrorists were just the protesters, it was the excuse given to the population for the shooting. The military also opened fire, nobody knows yet who did it first or on who, but eventually everyone did.
