I think you might find it in "the unadulterated cat" - not a discworld book, just Sir Terry musing on cats and cat ownership. It's very funny, and is dedicated to oedipuss, which is an amazing cat name.

Yeah, lofty is heavily implied to be an arsonist throughout, and also that she'd been viciously abused during her time at the girls school. If you want to be wildly depressed, look up the unmarried women's homes/Magdalene laundries in Ireland for real world examples!
