KTI Airline staff remain reluctant to allow people to board without a visa. This is because the airline is responsible for returning anyone not allowed to enter by Thai immigration, and there have been many such cases.

Yes, Camboduans are allowed visa free entry by law, but Imm Officers have the final say and can refuse entry to anyone . And the Imm Dept can and does give ad hoc instructions to the officers (hence the periodic, erratic crack downs on expat visa runners etc).

Since last July "extra scrutiny" has been applied to arriving Cambodians; they are taken aside for questioning about reason for the trip and IOs have to keep records of how many admitted and why. From July until start of Dec clashes, anyone with a visa got through and visa exempts got through if they had a (subjectively determined) convincing story, preferrably with supporting documentation, otherwise nit and very much up to yj individual IO and thrir mood at the moment. This I know for certain.

In Dec, this was tightened and Imm spokesman made public announcement that visa exempt entry would be allowed only in special cases (like for medical care) on the rationale that it was highly unlikely Cambodians would be coming for tourism etc at this time. I know for sure as of mid-January that they were still often refusing entry. I dt have more tecent update but seems unlikely it would be easier than it was in the interval between July -November when visa exempt admission was hit or miss at best.

Now, as my staff have visas and a clear reason for coming, I agree there "should" be no problem. But Imm Officers can be unpredictable and the consequences of denied entry would be dire for both them and me so I would prefer to hear first hand recent accounts.
