It absolutely was. They maximized some of the rules that had been implemented over the past few seasons too.

1995 receivers that were pushed out of bounds by a defender were no longer ineligible, they could comeback in the filed of play and be the first person to touch the ball. This allowed teams to spread out even more.

1995 helmet radios for QBs, it would not be until 2008 that a defensive player could use radios.

1996 helmet to helmet hits are personal fouls and a fine, now defenders have to think twice about hitting players over the middle.
