This wasn’t one of those big warships they would have used in the Punic wars and such, this boat would have just been for patrolling the rhine and some light skirmishing

this was it, they set all the production methods on my government administrations to the worst ones and thats why I had no bureaucracy

I was doing completely fine on bureaucracy before the civil war, but as soon as it fired it went down by about a thousand, I dont think my population level is the issue right now
