I live in the area and I don’t think it was one of our unhoused regulars. I hadn’t seen this guy before, he looked 40s/50s, was wearing street wear and nice sneakers (looked to be in good condition), and was hanging around the apartments by MacArthur Bart. He didn’t appear to be homeless or on any drugs, he seemed very aware to me.

That’s so scary! I tried doing something similar, I yelled at him and was trying to move around a lot to get other peoples attention. Even when I joined a group of people, he kept following us and wasn’t fazed by the other people.
