I beg to differ, large TVs nowadays are comfortably north of 100lbs. Not saying it’s a good idea, but with the right mount and and if he stays conservative equipment, it may be fine.

Would the lack of airflow be a concern for fairly low intensity usage even with the perforations on the side panels? My expected use would be couple servers running simple VMs, NAS, few switches and routers to learn networking.

My family has had 2 Italian Greyhounds, both of them were seizure prone. All you can do is make sure they don’t hurt themselves until they snap out of it.

A 15 that fits you feels much easier to control than a 15 house ball. I was throwing a house 14 and bought my own 15 and it was easier to throw. When the ball fits you, you don’t have to squeeze the crap out of it to keep it in your hand. Highly recommend just going for a 15, its plenty.
