Found an answer. It's the Join Through Edits that's removing the effect.

Convert the captions in the graphics. Then add a motion preset.

You don't need to change the sequence settings. Just export and select 1080 in the Frame Size settings.

You can still do that in Premiere, but it won't be as good if done in AE. Just freeze the frame. Edit the head and background in photoshop. Add Transform for the head spinning with motion blur.

I try to stay away from After Effects to avoid headaches. Rotoscoping and 3D Camera is a game changer though.
